Enterprise Workforce Transformation Package (EWTP)
Empowering Singapore businesses to build a future-ready workforce through Enterprise and Workforce Transformation.
The Enterprise Workforce Transformation Package, announced at COS 2025 supports Singapore companies in workforce transformation aligned with enterprise transformation, business growth, and productivity improvement.
Singapore Business Federation (SBF) has been appointed as the Anchor Programme Partner for EWTP to support the delivery of integrated workforce transformation outcomes for enterprises. As the Anchor Programme Partner, SBF provides end-to-end advisory and guidance on accessing programme support to help companies navigate workforce transformation, redesign jobs, build capabilities and align their workforce with long‑term business strategy.

The EWTP comprises three key measures:
- SkillsFuture Workforce Development Grant (WDG)
Holistic workforce transformation support through the SkillsFuture Workforce Development Grant (WDG) accessed via a single application channel. - Enhanced Funding Support under SkillsFuture Workforce Development Grant (Job Redesign+) (WDG(JR+))
SkillsFuture Workforce Development Grant (Job Redesign+) (WDG (JR+)) provides enhanced funding support to strengthen workforce transformation and job redesign efforts, with expanded scope of support for workforce consultancy, capability building in job redesign and identifying workforce solutions and tools to drive sustainable transformation. - Redesigned SkillsFuture Enterprise Credit (SFEC)
To be introduced in late 2026
Companies will receive a fresh amount of $10,000 credit in an online wallet to help companies to further defray the out-of-pocket expenses of workforce transformation.

EWTP Business Advisors at SBF integrate enterprise strategy, workforce planning and guidance on accessing programme support into a seamless journey—ensuring workforce transformation is aligned with business needs and delivers real outcomes.

[NEW] SkillsFuture Workforce Development Grant (Job Redesign+) (WDG(JR+))
SBF administers the WDG(JR+) which supports the companies to redesign jobs and strengthen workforce capabilities through three key enablers.Key Enhancements under WDG(JR+):
- Up to 70% funding support with eligible companies able to tap on the grant multiple times, within an overall capped of $150,000 per company
- SMEs - Up to 70% of qualifying costs
- Non-SMEs - Up to 50% of qualifying costs
- Reduced out of pocket costs through a nett fee payment model where companies pay only their co-funding portion to consultants and government grant is paid directly to consultants by SBF upon milestone completion
- Expanded funding scope to support Workforce Consultancy, Capability Building Initiatives and Workforce Tech Solutions to drive sustainable transformation.
Scope under WDG(JR+)
1. Workforce Consultancy
Up to $50,000
Engage professional advisory support from pre-approved consultants to review and redesign job roles, work processes and manpower structures to align with evolving business needs.
2. Capability Building Initiatives
Up to $60,000
Support in developing in-house expertise through the engagement of external expertise (pre-approved consultants/ external HR professionals) to provide onsite support, mentorship and training – equipping line managers and HR teams to independently drive ongoing HR initiatives.
3. Workforce Technology Solutions*
Up to $90,000
Adopt workforce and HR technology tools for purposes such as identifying skills gaps, providing actionable insights for both organisational development and individual career growth.
*Can only be bundled as part of Workforce Consultancy or Capability Building initiatives
WDG(JR+) Eligibility Criteria
To be eligible, enterprise must fulfil the following criteria:
- Registered or incorporated and operating in Singapore
- Must employ at least three local employees (Singaporean or Singapore Permanent Residents)
Enterprise must not:
- Make any payment for JR-related consultancy service with either the pre-approved consultant or third party
- Sign any contract or purchase order with either the pre-approved consultant or third party
