Manager (Engagement)

The Enterprise Workforce Transformation Programme (EWTPP) is a strategic initiative supported by Workforce Singapore (WSG) and administered by the Singapore Business Federation (SBF) as the anchor programme partner. It aims to support companies in their workforce transformation efforts.

The EWTP Programme Office Manager (Engagement) is responsible for supporting the effective implementation and coordination of engagement activities across the EWTP Programme. This role focuses on supporting EWT advisors, tracking performance and progress, managing outreach and capability‑building initiatives, and ensuring robust engagement with companies and stakeholders.

In addition, the role supports a One‑WDD solution approach by facilitating the packaging and sequencing of EWTP advisory with other relevant WDD levers and coordinating firm‑level engagement as part of a coherent solution journey, rather than standalone programme interactions. The Manager (Engagement) also plays a key role in supporting sustained enterprise adoption and ensuring compliance with WSG funding agreement requirements.

 

Job Responsibilities:

Advisory Support & Performance Management

  • Provide operational and administrative support to EWT advisors, including managing enquiries, coordinating training and briefings and reviewing advisory reports.
  • Track engagement and advisory performance and progress, monitor CRM updates and provide weekly overviews to the Director.
  • Support the EWT advisors in outreach activities and capability workshops, ensuring alignment with programme objectives and KPIs.
  • Arrange periodic company visits with the Director and follow up on referrals from EWT advisors to SBF specialist programme offices.
  • Support EWT advisors in sequencing advisory interventions with relevant WDD levers (e.g. job redesign, CCP/JRR, capability and sectoral interventions) to enable a coherent firm‑level solution journey.

Programme Engagement, Outreach & Business Development

  • Support the Director in company engagement and queries, ensuring timely and effective responses.
  • Coordinate and facilitate engagement initiatives, including workshops, outreach events and capability-building sessions for participating companies.
  • Proactively identify and pursue new business development opportunities to expand programme participation, including cultivating relationships with potential enterprise clients and partners.
  • Collaborate with advisors and internal teams to develop tailored engagement strategies that address enterprise needs and drive uptake of EWTP offerings.
  • Ensure all engagement and outreach activities adhere to programme branding, messaging and approval protocols as stipulated in the funding agreement.
  • Manage key enterprise accounts to support sustained firm‑level adoption across multiple WDD interventions, track enterprise progression beyond initial advisory into implementation and capability building and nurture champions for workforce transformation.
  • Coordinate referrals across WDD programmes as part of a single firm‑level solution journey, ensuring engagement efforts are integrated and sequenced rather than delivered as standalone programmes.
  • Where appropriate and within funding rules, support the conversion of advisory and engagement activities into relevant SBF Business Institute (SBI)‑delivered training and capability programmes and track such downstream outcomes as part of engagement effectiveness.

Performance Tracking & Reporting

  • Monitor and report on advisors’ performance, company engagement, and programme outcomes, providing actionable insights and recommendations for continuous improvement.
  • Maintain comprehensive records and documentation to support audits, financial reporting and data integrity requirements.
  • Track and monitor the progress of enterprises’ workforce transformation journeys, showcase success stories, and provide regular updates to WSG, including monthly and annual programme reports.
  • Prepare the annual programme progress report to WSG, ensuring accuracy, completeness and alignment with funding agreement requirements.
  • Track enterprise progression and downstream engagement outcomes, including participation in implementation, capability‑building and relevant training programmes to inform engagement effectiveness (without altering WSG‑defined KPIs).

Governance, Compliance & Continuous Improvement

  • Ensure compliance with funding agreement obligations, including eligibility checks and conflict of interest declarations.
  • Lead the administration of surveys, feedback mechanisms and profiling of success stories to capture impact and inform future strategies.
  • Identify and implement process improvements to enhance advisor management, engagement activities, business development and programme delivery.

 

Job Requirements:

Job Experience and Preferred Qualifications

  • Bachelor’s degree in Business, Human Resources, Public Policy or a related discipline.
  • At least 5 years of experience in stakeholder engagement, business development, or programme management within the enterprise, workforce development,or public sector landscape.
  • Demonstrated experience in business development, including identifying new opportunities, cultivating enterprise relationships and supporting programme expansion.
  • Demonstrated ability to design, implement, and optimise engagement platforms, databases and knowledge management systems.

Technical Competencies

  • Strong analytical and problem-solving skills, with demonstrated ability to monitor KPIs, evaluate programme outcomes and drive continuous improvement.
  • Proficiency in research, including qualitative and quantitative data analysis, impact evaluation, and report writing to support evidence-based decision-making.
  • High level of organisational and project management capability, with hands-on experience using CRM, SharePoint and digital resource platforms.
  • Demonstrated competence in stakeholder facilitation, business development and performance tracking, applying technical skills to enhance project delivery and organisational effectiveness.
