New localised emission factors in SEFR to improve carbon accounting and more community-centric features on NetZeroHub.SG
The Singapore Emission Factors Registry (SEFR) will include new emission factors for cleaning, security, and professional services, as well as information and communications technology. NetZeroHub.SG Resource Portal launched the National Events Calendar, Community Forum, and Expanded Directory of Solution Providers to help businesses in their decarbonisation journey.
At the United Nations Global Compact Network Singapore (UNGCNS) Summit today, Second Minister for Finance Ms Indranee Rajah announced the addition of five new categories of emission factors to the SEFR. Covering cleaning, security, and professional services, information and communications technology, as well as product carbon footprint, these new factors will enable companies to measure and track their carbon footprint with greater accuracy. NetZeroHub.SG Resource Portal, the portal hosting the SEFR, will also have enhanced community-centric features to foster greater collaboration among businesses in their decarbonisation journey and climate action efforts.
SEFR Enhancements to Empower Scope 3 Accounting
From financial year (FY) 2026, Scope 3 reporting will be mandatory for Straits Times Index (STI) companies. Although it remains voluntary for non-STI companies, more are stepping up, recognising that Scope 3 emissions typically account for the bulk of their carbon footprint and are increasingly scrutinised by investors and customers. Accurate Scope 3 disclosures not only build trust across their value chains but also help businesses manage climate-related risks more effectively.
To support this transition, SEFR will further expand its database with new locally relevant and sector-specific emission factors for cleaning, security, and professional services, information and communications technology, as well as product carbon footprint. The development of new emission factors is driven by key government agencies, including the Agency for Science, Technology and Research (A*STAR) and the Infocomm Media Development Authority (IMDA). The empirical research was supported by local businesses and trade associations such as the Environmental Management Association of Singapore (EMAS), Security Association Singapore (SAS), Singapore Academy of Law (SAL), and Institute of Singapore Chartered Accountants (ISCA). This growing repository of data enables companies to simplify calculations, reduce reliance on generic assumptions, and enhance the credibility of their reporting. By 31 December 2025, SEFR will also recommend suitable international emission factors for common business activities, such as air travel, where local data is not yet available. “SEFR has benefitted more than 700 Singapore businesses in its first year by helping them report all aspects of Scope 1 and 2 emissions, as well as some aspects of Scope 3 emissions, more conveniently and consistently,” said Mr Lee Chuan Seng, Chairman of the SEFR Governance Committee. “We are thankful to the companies who have contributed to the SEFR’s development and will continue to expand its reach and impact. With the enhancements, we welcome all businesses, regardless of size or sector, to join this national effort to advance transparent and reliable carbon accounting.”
Since its launch in 2024, SEFR has published more than 220 emission factors, enabling companies to identify emission hotspots and prioritise decarbonisation measures. SEFR was co-developed by the Singapore Business Federation (SBF) and A*STAR, with voluntary contributions from Singtel and PwC Singapore, and is supported by the Ministry of Trade and Industry, Ministry of Sustainability and the Environment, Enterprise Singapore, and the SBF Foundation. New Features on Resource Portal to Mobilise Businesses and Individuals
Launched together with SEFR in October 2024, the Resource Portal is a joint initiative by SBF and the Sustainability Alliance (SA) designed to better organise and present resources to support Singapore businesses in their net zero transition. The portal has now been further upgraded to enhance its usefulness for enterprises and individuals, featuring a National Events Calendar, a Community Forum, and an Expanded Directory of Solution Providers. These enhancements help businesses stay informed and connect with the right partners on their sustainability journey. See Annex C for details of new features.

With these upgrades, SEFR and the NetZeroHub.SG Resource Portal reaffirm their role as Singapore businesses’ go-to digital platform to access reliable resources, strengthen carbon reporting, and collaborate on solutions that accelerate sustainability and climate action.
