Manager (Partnership & Resource Development)

The Enterprise Workforce Transformation Package Programme (EWTPP) is a strategic initiative supported by Workforce Singapore Agency (WSG) and administered by the Singapore Business Federation (SBF) as the anchor programme partner. It aims to support companies in their workforce transformation efforts.

The EWTP Programme Office Manager (Partnership & Resource Development) is responsible for driving the development, management and optimisation of partnerships and resources to support the EWTP Programme. The role supports engagement with key stakeholders, including Trade Associations & Chambers (TACs), government agencies, Institutes of Higher Learning (IHLs) and private‑sector partners, to enable effective collaboration and resource mobilisation.

In addition, the role supports a One‑WDD solution approach by facilitating the packaging and sequencing of EWTP advisory with other relevant WDD levers and coordinating partner‑led referrals as part of a single firm‑level solution journey, rather than standalone programme engagement. The role also contributes to business development by identifying new partnership engagement opportunities, cultivating relationships with potential partners, and supporting the expansion of One WDD’s reach and impact.

 

Job Responsibilities:

Strategic Partnership Development & Engagement

  • Develop and execute a partnership strategy to identify, cultivate, and sustain relationships with TACs, government agencies, IHLs and private sector solution/service providers.
  • Lead negotiations and formalise collaboration agreements, ensuring alignment with EWTP programme objectives and funding agreement requirements.
  • Serve as the primary point of contact for TACs and ecosystem partners, managing communications, resolving issues, and fostering long-term engagement.
  • Organise and facilitate regular check-ins, workshops, and engagement initiatives to drive awareness, lead generation and programme uptake.
  • Work with engagement and advisory teams to package and sequence EWTP advisory alongside other WDD levers (e.g. job redesign, CCP/JRR, capability and sectoral interventions), leveraging partner networks to support a coherent firm‑level solution journey.
  • Coordinate partner‑led referrals and collaboration pathways to ensure that enterprise engagement is integrated across WDD programmes, rather than delivered as standalone interventions.

Resource Development & Consolidation

  • Design and implement systems to crowdsource, consolidate, and maintain a comprehensive database of partners and resources relevant to workforce transformation (WT).
  • Develop and manage a knowledge platform to centralise resources, best practices, case studies, and tools for WT, ensuring accessibility and relevance for internal and external stakeholders.
  • Oversee the programme’s CRM and SharePoint, ensuring accurate tracking of partner interactions, firm‑level engagement pathways, referral flows and downstream outcomes.
  • Continuously review and enhance resource platforms, introducing new features and content to support evolving programme needs.

Programme Delivery & Performance Management

  • Drive the achievement of programme KPIs, including company engagement targets, onboarding to WDG-JR and delivery of advisory and outreach initiatives.
  • Monitor and report on partnership effectiveness, resource utilisation, and programme outcomes, providing insights and recommendations for improvement.
  • Ensure all outreach, marketing, and engagement activities adhere to programme’s branding, messaging, and approval protocols.
  • Support the Director in budgeting and resource allocation to maximise programme impact.
  • Manage key partner accounts to ensure sustained engagement, cross-sell relevant programmes, and nurture champions for Workforce Transformation.
  • Where appropriate and within funding rules, support the conversion of advisory and partner‑enabled engagement into relevant SBI‑delivered training and capability programmes, working closely with internal stakeholders.
  • Track downstream engagement outcomes, including participation in capability‑building and training programmes, as part of assessing partnership effectiveness (without altering WSG‑defined KPIs)

Governance, Compliance & Continuous Improvement

  • Ensure compliance with funding agreement obligations.
  • Maintain comprehensive records and documentation to support audits, reporting and data integrity requirements.
  • Lead the administration of surveys, feedback mechanisms, and profiling of success stories to capture impact and inform future strategies.
  • Identify and implement process improvements to enhance partnership management, resource development and programme delivery.

 

Job Requirements:

Job Experience and Preferred Qualifications:

  • Bachelor’s degree in Business, Human Resources, Public Policy or a related discipline.
  • At least 5 years of experience in partnership development, stakeholder engagement, or programme management within the enterprise, workforce development or public sector landscape.
  • Proven track record in developing and managing strategic partnerships, including negotiation, agreement formalisation and relationship management.
  • Demonstrated ability to design, implement, and optimise resource platforms, databases and knowledge management systems.

Technical Competencies

  • Strong analytical and problem-solving skills, with demonstrated ability to monitor KPIs, evaluate programme outcomes, and drive continuous improvement.
  • Proficiency in research, including qualitative and quantitative data analysis, impact evaluation, and report writing to support evidence-based decision-making.
  • High level of organisational and project management capability, with hands-on experience using CRM, SharePoint and digital resource platforms.
  • Demonstrated competence in stakeholder facilitation and performance tracking, applying technical skills to enhance project delivery and organisational effectiveness.
