Grant Administration Manager (Applications)

The Enterprise Workforce Transformation Programme (EWTP) is supported by Workforce Singapore (WSG) and administered by the Singapore Business Federation (SBF) as an appointed Programme Partner.

The Grant Administration Manager (Applications) is responsible for front‑end grant governance, covering eligibility assessment, application review, acceptance issuance and onboarding controls. The role ensures that only eligible, complete and compliant applications are admitted into the programme, in strict accordance with WSG funding agreement requirements and SBF’s internal control framework. This role plays a critical function in safeguarding programme integrity at the point of entry, while providing clear, consistent and policy‑aligned grant guidance to companies and stakeholders.

In addition, the role supports front‑end programme enablement by facilitating application‑stage enquiries and coordinating referrals across relevant WDD programmes as part of a coherent firm‑level solution journey, while maintaining independence and rigour in application assessment and acceptance decisions.

 

Job Responsibilities:

Grant Application Management

  • Manage the end‑to‑end processing of grant applications, including eligibility assessment, completeness review and acceptance issuance, in accordance with approved programme parameters.
  • Assess applications against programme eligibility criteria, funding rules and approved conditions, ensuring strict alignment with WSG funding agreement requirements.
  • Ensure all applications are supported by accurate, complete and verifiable documentation prior to acceptance.
  • Issue acceptance letters and onboarding instructions in accordance with approved templates, conditions and governance protocols.

Governance, Compliance & Risk Control

  • Enforce front‑end governance controls to prevent ineligible or non‑compliant applications from entering the programme.
  • Maintain proper audit trails, case documentation and system records for all application and acceptance decisions.
  • Apply and uphold segregation of duties between application assessment, acceptance issuance and downstream claims processing.
  • Support internal and external audits by providing timely documentation, clarification and rationale for application‑stage decisions.

Stakeholder Advisory, Enquiries & Front‑End Enablement

  • Serve as the primary point of contact for application‑stage enquiries, providing clear, accurate and policy‑aligned guidance on eligibility, application requirements and onboarding conditions.
  • Support programme briefings and engagement activities by explaining grant parameters and application processes, ensuring consistency with approved guidelines and messaging.
  • Facilitate front‑end system alignment by coordinating referrals across relevant WDD levers (e.g. EWTP advisory, job redesign, CCP/JRR, capability and sectoral interventions), as part of a single firm‑level solution journey, while maintaining independence in application assessment and acceptance decisions.
  • Work closely with engagement and partnership teams to ensure that grant applications are appropriately sequenced within a firm’s broader workforce transformation journey, without pre‑empting eligibility or acceptance outcomes.

Reporting, Insights & Process Improvement

  • Track and report on application volumes, approval rates and processing timelines for management and governance oversight.
  • Identify recurring application issues and risk areas; and implement process improvements to strengthen controls and improve turnaround time.
  • Contribute to the development of standardised FAQs, guidance notes and application resources to improve application quality and reduce rework.

 

Job Requirements:

Experience & Qualifications

  • Bachelor’s degree in Business, Finance, Accounting, Public Policy or related disciplines.
  • Minimum 5 years of experience in grant administration, programme operations, compliance or public‑sector funding roles.
  • Proven experience in eligibility assessment and front‑end grant controls is strongly preferred.

Competencies

  • Strong understanding of grant eligibility rules, governance requirements and audit expectations.
  • High attention to detail with sound judgement in decision‑making.
  • Strong written and verbal communication skills to explain grant requirements clearly.
  • Structured, disciplined and comfortable working in a regulated environment.
