Assistant Manager/Manager, Programmes, Secretariat to MigrantWell Singapore

MigrantWell Singapore (MWS), an initiative by the Singapore Business Federation Foundation (SBFF) and Donors Khoo Teck Puat and Ng Teng Fong Estates, is dedicated to enhancing migrant workers' health and well - being in Singapore. The Secretariat oversees MW S's operations, aligning its programmes with its mission to address healthcare gaps and promote better outcomes for the migrant worker community and its employers in Singapore.

The candidate will support the Head of Secretariat to shape and deliver healthcare initiatives for migrant workers through direct engagement with key partners and stakeholders. The ideal candidate brings programme and grant management expertise, strong analytical skills, and the ability to communicate with confidence at all levels. This role suits someone who takes initiative, exercises sound judgement, proactively anticipates stakeholder needs, and can thrive with minimal supervision in a small and fast-moving team.

Key Responsibilities

  • Implement and manage a portfolio of programmes and grants, including research, design, delivery, evaluation, and growth planning to achieve organisational targets and meet grant conditions.
  • Manage and cultivate relationships with partners and stakeholders, anticipating their needs and representing MWS professionally across all interactions.
  • Lead partner meetings and engagements — preparing agendas, facilitating discussions, providing recommendations, and ensuring clear follow - through on agreed actions.
  • Monitor and report on programme performance metrics.
  • Manage grant disbursements and compliance, including tracking budget utilisation against approved plans, preparing accurate financial and narrative reports for funders, and flagging risks or variances in a timely manner.
  • Prepare clear, accurate reports, presentations, and impact statements for the Programme Committee and other senior stakeholders.
  • Handle administration and any other responsibilities and duties assigned.

 

Qualifications and Experience

  • Diploma/ Bachelor's degree with at least 3 years of proven experience in programme management, grant management, or a related field, preferably within a non-profit, foundation, or public health setting.
  • Strong analytical and planning skills, with a high level of attention to detail — particularly in working with programme indicators, grant budgets, and quantitative reporting.
  • Excellent written and verbal communication skills, with the ability to produce clear, professional outputs and engage effectively with senior stakeholders and partners.
  • Ability to work both independently and collaboratively within a small team, exercising sound judgement and managing tasks with a good degree of initiative.
  • Ability to manage multiple tasks and work in a fast-paced environment. Flexible and open to change, adapting quickly to new situations, roles and processes.
  • Proficient in Microsoft Office.
  • Passion for social impact and experience working with vulnerable communities is a plus. Candidates should be motivated by the mission while bringing the professional rigour and execution mindset that effective programme and grant management requires.
