As Team Lead (Jobs), you will lead the strategic and operational delivery of job matching, placement, and “Jobs” ecosystem stakeholder engagement (including government agencies, HR firms, employers) under SBF’s Jobs Skills Integrator for Wholesale Trade (JSIT-WST) programme. You will operationalise JSIT-WST programme’s “Jobs” initiatives, manage dashboards, and coordinate with employment facilitation partners to ensure seamless WST sector companies’ talent acquisition journeys. You will also drive the implementation of jobs profiling and matching technology platforms (e.g. LinkedIn Recruiter, JobKred Lithium, JobTech TalentTrack+) for profiling and matching and contribute to shared dashboards with the JSIT-WST “Skills” Team to surface insights and track programme impact.

This role is ideal for a resourceful and enterprising individual who enjoys pioneering initiatives, driving business impact outcomes, and unlocking new opportunities through strategic partnerships and data-informed insights. You will be accountable for delivering JSIT-WST LOF KPIs and supporting funding reconciliation through audit-ready dashboards and reporting.

Responsibilities:

  1. One WDD & SBI Programme Co-Development
  • Work with JSIT-WST “Skills” Team, SBI, WDD and SBF colleagues to design and deliver SME capability development clinics aligned to WST ITMs/JTMs and in-demand skills areas.
  • Co-develop quick-win pilots and flagship programmes with JSIT-WST “Skills” Team and SBI to future-proof WST sector firms and workers.
  • Bundle JSIT-WST with PWM, FRBI, GRIT, CCPs, MCPP, EWTP, and SBI offerings to deliver holistic business solutions.
  • Surface insights from employer engagements and dashboards to inform programme design and bundling.
  • Contribute to One WDD integrated marketing and outreach efforts, including cross-channel campaigns and co-branded activations.

      2. Job Aggregation & Placement Enablement

  • Lead job aggregation workflows across WST companies, ensuring quality assurance of job descriptions and alignment with skills taxonomy.
  • Coordinate with employment facilitation partners (e.g. e2i, Ingeus, AKG, LinkedIn) to match WST sector jobs demand to talent.
  • Ensure timely distribution of jobs to matching platforms and partners and track conversion rates from outreach to placement.
  • Tap on jobs profiling and matching technology platforms (e.g. LinkedIn Recruiter, JobKred Lithium, JobTech TalentTrack+) to support jobs profiling, talent search and placement.
  • Perform demand aggregation of WST sector jobs, ensure timely distribution of WST sector jobs demand to career matching partners, orchestrate the achievement of programme target placement rate.
  • Deliver against key performance indicators, including organising ≥20 outreach events, engaging ≥700 unique wholesale trade sector companies, aggregating ≥500 unique WST jobs annually and at the same time meeting the placement/ satisfaction outcomes for the programme.

      3. Employer Engagement & Outreach

  • Engage WST companies to understand hiring needs, promote JSIT-WST services, and onboard them to JSIT-WST advisory services.
  • Represent JSIT-WST at industry events and outreach clinics and coordinate co-branded campaigns with ecosystem partners.
  • Enable repeat employer engagement through CRM tagging, feedback loops, and post-placement follow-up.
  • Demonstrate strong business development instincts by identifying new or emerging WST job demand segments, initiating partnerships, and scaling outreach impact.
  • Support ecosystem pivot strategies including WST sector champion (e.g. queen bee firms) engagement and JRR prototype scaling to improve placement outcomes.

      4. Dashboarding & Data-Driven Insights

  • Maintain dashboards to track job aggregation, placement outcomes, employer engagement, and programme KPIs.
  • Use Senior Management Meetings (SMM) dashboards to monitor partner-level performance and surface gaps in job matching and outreach.
  • Generate insights from CRM, job matching portals (e.g. MyCareersFuture), jobs profiling and matching technology platforms’ data to inform programme refinement and decision-making.
  • Contribute to shared dashboards with the JSIT-WST “Skills” Team to align job and training data for integrated reporting.
  • Support One WDD performance tracking by contributing to cross-programme dashboards and OKR alignment.
  • Ensure audit-readiness and compliance for LOA-linked deliverables and funding reconciliation.

      5. Programme Integration & Collaboration

  • Work closely with Team Lead (Skills), Team Lead (Marketing) to ensure seamless integration of outreach, job and skills initiatives.
  • Coordinate joint outreach events, employer onboarding, and feedback loops to align job matching with training pathways.
  • Enable cross-referrals between Jobs and Skills workstreams to support bundled solutioning and integrated client journeys.
  • Collaborate with other WDD teams to design and deliver holistic business solutions.

      6. Ecosystem Partnerships & Grant Coordination

  • Engage with government agencies, HR firms, employers (e.g. Enterprise SG, WSG, SSG, e2i, IHRP, and employment agencies) to align WST sector placement efforts with national workforce strategies.
  • Coordinate grant utilisation and reporting for hiring support, and placement incentives.
  • Ensure audit-readiness and compliance across all placement-related grants and subsidies.
  • Facilitate HRBP support for companies implementing JSA recommendations and track impact metrics.
  • Contribute to programme extension and renewal preparation through milestone tracking and outcome indicator reporting.

Requirements:

  • Lead cross-functional coordination, co-design programmes with SBI, WDD, and SBF teams,
  • Develop outreach strategies, influence and activate partnerships, for ecosystem partners (e.g. Enterprise SG, WSG, SSG, e2i, IHRP, employment agencies, government bodies)
  • Drive business development initiatives and pioneer new solutions with an enterprise mindset to achieve impact outcomes
  • Maintain high attention to detail in programme operations, including grant management and ensure programme audit-readiness
  • Tap on technology, develop and maintain expertise to use CRM and HR related technology tools (e.g. LinkedIn Recruiter, JobKred Lithium, JobTech TalentTrack+)
  • Analyse dashboards and programme data for tracking to synthesise insights to inform decision-making
  • Experience in talent acquisition or related job matching functions. Candidates with prior track records in talent acquisition within Singapore’s Wholesale Trade (WST) sector, or for clients in the WST sector will be favourably considered.
