Skills Engagement Manager

The Skills Engagement Manager supports the implementation and coordination of Skills Development Partnership (SDP) initiatives between the Singapore Business Federation (SBF) and SkillsFuture Singapore (SSG).

The role focuses on facilitating collaboration across agencies, tracking programme performance, managing stakeholder engagement, and supporting the development and dissemination of Jobs-Skills Insights and resources. The incumbent contributes to advancing Singapore’s workforce transformation by strengthening the SkillsFuture ecosystem through skills articulation, aggregation, and recognition efforts.

This position requires an experienced industry practitioner with demonstrated expertise in skills development, courseware design, and training or consultancy within the green/sustainability, trade, investment, and internationalisation domains.

The incumbent will adopt a One SBF, One Workforce Development Division (WDD) mindset to deliver holistic workforce and business solutions through programmes such as CCP-Sustainability, CCP-WST, OMIP, and EWTP, driving the adoption of in-demand skills in both sustainability and international trade sectors. The role will also embed and leverage the complementary capabilities of STSD, ISEP, and CFOTI to ensure integrated, impactful, and future-ready workforce development outcomes.

The incumbent must demonstrate strong business development, problem solving, and business consulting skills to effectively engage enterprises and stakeholders across sectors. Success in this role is measured by the ability to drive adoption of skills-based interventions, secure enterprise commitment, and deliver workforce transformation outcomes aligned with SDP LOA KPIs.
This includes contributing to validated skills pathways, facilitating credentialing uptake, and ensuring high satisfaction and effectiveness across programme touchpoints. A strong drive to deliver results, influence stakeholders, and translate strategy into measurable impact is essential.

Responsibilities:

Skills Articulation, Aggregation & Recognition

  • Lead activities under the three core areas: Skills Articulation, Skills Aggregation, and Skills Recognition.
  • Collaborate with SSG and relevant partners to set up and support Skills Advisory Panels (SAPs) that guide the implementation of the SDP.
  • Identify and map industry-recognised certifications and credentialing pathways that support formal, non-formal, and informal learning.
  • Apply and adapt national Skills Frameworks to green/sustainability and trade, investment and internationalisation domains.
  • Map skills to job roles and identify credentialing pathways aligned with SSG-accredited subsidised courses.
  • Translate workforce and industry trends into actionable Jobs-Skills Insights and advisories.
  • Work with internal departments to co-develop certification pathways and SSG-accredited certifications and courses, including executive development programmes across all occupational levels.
  • Drive adoption of green, trade and internationalisation in-demand skills by employers as part of the division’s holistic business solutioning approach.

Stakeholder Engagement & Partnership Management

  • Engage, foster, and maintain strong relationships with government agencies, industry associations, unions, domain experts, and academia.
  • Support consultations, workshops, and focus groups to validate skills findings and promote cross-sector collaboration.
  • Support SBF–SSG coordination to ensure alignment of objectives, activities, and deliverables across the SDP ecosystem.
  • Engage enterprises to secure commitment to job redesign, skills interventions, and credentialing adoption.
  • Collaborate across WDD and SBF to deliver integrated solutions.
  • Stakeholder engagement must be purposeful and outcome-oriented, with a clear focus on securing enterprise commitment to workforce transformation.

Research, Insights & Advisory Support

  • Perform qualitative and quantitative analysis on skills data and trends, integrating SSG’s data insights with industry validation.
  • Support the development of Jobs-Skills Insights publications, ensuring the accuracy and relevance of content.
  • Disseminate Jobs-Skills advisories and materials to encourage enterprise action in workforce transformation.
  • Analyse data to extract actionable insights on workforce and skills trends.
  • Translate insights into Jobs-Skills advisories that support enterprise and individual upskilling.
  • Ensure research outputs inform programme strategy and enterprise engagement, contributing to measurable improvements in skills adoption.

Programme Coordination, Evaluation & Secretariat Support

  • Conduct periodic progress tracking, impact evaluation, and post-pilot analysis to assess the effectiveness of initiatives.
  • Provide secretariat support to two Skills Advisory Panels (SAPs), including agenda preparation, meeting coordination, and documentation.
  • Maintain documentation, processes, and dashboards to support transparent governance and performance monitoring.
  • Apply strong project management skills to coordinate multi-stakeholder initiatives and track progress against outcomes.

Requirements:

  • Bachelor’s degree in Business, Human Capital, or related field. Certification or experience in Skills Framework development, workforce transformation, or CET will be an advantage.
  • Experienced industry practitioner with minimum 6 years of relevant experience and demonstrated skills in skills development, courseware development, and training or consultancy in green/sustainability or trade, investment and internationalisation.
  • Strong knowledge of Singapore’s skills ecosystem, including Skills Frameworks, SkillsFuture initiatives, and CET landscape.
  • Experience in stakeholder management, partnership coordination, and governance support.
  • Ability to apply and promote competency frameworks and skills taxonomies specifically in green/sustainability and trade and internationalisation contexts.
  • Experience in designing and implementing workforce development programmes such as CCP-Sustainability, OMIP, CCP-WST, and EWTP.
  • Demonstrated ability to translate strategic workforce goals into operational delivery and drive adoption in line with programme KPIs.
  • Strong business development and consulting skills to engage enterprises, shape solutions, and deliver measurable outcomes.

    Technical Competencies:
  • Proficiency in research, qualitative and quantitative data analysis, and impact evaluation.
  • Strong understanding of job redesign, skills mapping, and training programme development.
  • Competence in project management, stakeholder facilitation, and report writing.
  • Technical competencies must be applied to support performance tracking and continuous improvement.
  • Ability to use data and evaluation tools to inform decisions aligned with SDP LOA expectations.
