Senior Manager, PW Mark Administration Office

The Progressive Wage Mark (PW Mark) is an accreditation scheme under the Ministry of Manpower (MOM) that recognises eligible firms that pay progressive wages to lower-wage workers, The PW Mark Office, housed within SBF, serves as the public-facing body for PW Mark administration, certification, renewal and outreach to businesses. 

This role leads the strategic development and review of policies impacting PW Mark (such as the PW Model), oversees programme planning and evaluation, and drives data-informed decision-making to enhance impact and operational effectiveness. The incumbent will also spearhead stakeholder engagement and cross-functional initiatives to strengthen SBF's role in the PW Mark and the larger Human Capital ecosystem. 

Job Responsibilities

1. Policy Development & Strategic Planning

  • Lead the review of and sense-make policies in the ecosystem impacting PW Mark, translating policy intent into implementable programme structures and processes.

2. Programme Design, Planning & Review

  • Design and oversee programme roadmaps, including outreach, certification, and renewal strategies.
  • Conduct periodic reviews to assess programme effectiveness and recommend enhancements
  • Support the Director in resource management and conducting regular governance and compliance reviews in alignment to MOM's requirements

3. Data Analytics & Impact Evaluation

  • Develop and implement data collation and analytics frameworks to monitor programme performance and outcomes
  • Use data insights to inform policy shifts and operational improvements

4. Systems Oversight & Digital Enablement

  • Oversee the functionality and optimisation of digital systems (CRM, Event Management, Finance)
  • Collaborate with IT and vendors to ensure systems support strategic and operational needs.
  • Drive operational technology improvements and business process reengineering to reduce administrative work and streamline processes.

5. Stakeholder Engagement & Communications

  • Represent the Office in building and maintaining strategic relationships with MOM, other government agencies, industry partners, and certified firms.

6. Mentorship & Capability Building

  • Mentor junior officers and foster a high-performance culture.
  • Drive cross-functional and cross-divisional projects and initiatives that benefit holistic business solutioning which includes adoption of PW Mark as one of the key initiatives.

Job Requirements

1. Functional Expertise

  • Experience in policy development, programme management, public sector strategy and/or strategic planning will be an advantage
  • Excellent analytical and conceptual thinking skills, able to structure analysis for complex issues, using qualitative and quantitative data to distill insights and propose direction and actionable solutions.
  • Strong command of data analytics tools and methodologies (e.g. Power BI, Python, Excel)
  • Familiarity with CRM and digital platforms for programme administration

2. Leadership & Strategic Thinking

  • Demonstrated ability to lead teams and drive strategic initiatives
  • Strong analytical and problem-solving skills with a systems-thinking mindset

3. Communication & Influence

  • Excellent written and verbal communication skills
  • Skilled in stakeholder engagement, negotiation, and public presentation

4. Project & Change Management

  • Experience in managing complex projects and change initiatives
  • Certifications such as PMP, Agile, or Lean Six Sigma are advantageous
