Enterprise Workforce Transformation Advisor (Contract For Service)

The Enterprise Workforce Transformation Package Programme (EWTPP) is a strategic initiative supported by Workforce Singapore Agency (WSG) and administered by the Singapore Business Federation (SBF) as the anchor programme partner. It aims to support companies in their workforce transformation efforts. Advisors recruited under this programme will play a key role in guiding organisations through holistic workforce transformation, leveraging the SkillsFuture Workforce Development Grant (WDG) and assisting in the application processes for participating companies.

Core responsibilities will include supporting job redesign initiatives as enablers for wider transformation, collaborating with Enterprise Singapore to identify and engage companies with growth potential, and promoting the uptake of workforce transformation programmes using the redesigned SkillsFuture Enterprise Credit (SFEC). Advisors will help businesses access funding and resources to offset costs and drive sustainable workforce development.

Responsibilities: 

  • Human Capital Consulting: Conduct in-depth advisory sessions with enterprises to identify and diagnose business and workforce challenges, using diagnostic tools such as the Future Ready Business Index Tool (FRBI), Job Redesign Evaluation Tool (JRET), and Human Capital Diagnostic Tool (HCDT). Translate these diagnoses into structured workforce transformation proposals aligned to EWTPP and relevant WSG/SSG grants.
  • Project Scoping and Solution Design: Scope end-to-end workforce transformation project proposals upfront, including intervention logic, clear recommendations, grant eligibility alignment, and adoption requirements. Ensure proposals are comprehensive, actionable, and tailored to enterprise needs.
  • Implementation Planning: Develop detailed implementation plans and Gantt charts outlining project timelines, milestones, dependencies, and roles for enterprises, consultants, and partners. Ensure all stakeholders are clear on deliverables and responsibilities from the outset.
  • Outcome Articulation: Articulate projected business and workforce impact outcomes at project inception, including establishing baseline indicators and target metrics (e.g. productivity improvement, cost savings, wage increases, skills uplift, promotions, staff retention).
  • Project Management and Delivery: Oversee and manage project implementation, tracking progress against milestones, managing delivery risks, and ensuring compliance with programme and grant requirements. Provide follow-through support to ensure completion and realisation of intended outcomes.
  • Grant Advisory and Optimisation: Demonstrate strong working knowledge of MOM/WSG, SSG, and SBF workforce grants. Advise on positioning, bundling, and sequencing of grants to support the enterprise and workforce transformation journey end-to-end.
  • HR Technology and Skills Profiling: Apply knowledge of HR technology, job architecture, and skills profiling tools to support job redesign, skills mapping, and reskilling of workers into in-demand roles.
  • Programme Promotion and Stakeholder Engagement: Collaborate with Enterprise Singapore, tripartite partners, Trade Associations, and Chambers to identify, engage, and onboard companies with transformation potential. Promote EWTPP, WDG (JR+), and related grants via media, events, and approved channels.
  • Quality Assurance and Compliance: Conduct eligibility checks, documentation reviews, and conflict of interest declarations. Work with consultants to certify project completion and verify implementation for fund disbursement. Support audits and post-disbursement checks as required by WSG.
  • Continuous Improvement and Impact Reporting: Track and report project milestones, capability building initiatives, and workforce solution deployments. Profile and document success stories, gather feedback, and support investigations into suspected grant misuse.

Requirements:

  • Bachelor’s degree in Business, Human Resources, Business Administration, or a related field. Equivalent experience in enterprise advisory or workforce development may be considered.
  • Demonstrated experience in human capital consulting, workforce transformation, or enterprise advisory, preferably within the Singapore enterprise landscape.
  • Proven ability to conduct structured business and workforce diagnostics and translate findings into actionable transformation proposals.
  • Strong experience in scoping and managing end-to-end workforce transformation projects, including development of implementation plans and Gantt charts.
  • Ability to define, measure, and communicate business and workforce impact outcomes upfront, including setting baseline and target metrics.
  • Excellent project management skills, with a track record of overseeing implementation, tracking milestones, managing risks, and ensuring compliance with grant requirements.
  • Deep knowledge of Singapore’s workforce support ecosystem (MOM/WSG, SSG, SBF) and experience advising on grant positioning, bundling, and sequencing across transformation journeys.
  • Strong familiarity with HR technology, job architecture, and skills profiling tools for job redesign and reskilling initiatives.
  • Exceptional analytical skills, organisational skills, and attention to detail, especially in reporting and documentation.
  • Excellent communication skills in English, with proficiency in facilitating meetings, delivering presentations, and conducting outreach activities.
