The Progressive Wage (PW) Mark is an accreditation scheme to recognise eligible firms that pay progressive wages to lower-wage workers. It is administered by the Singapore Business Federation on behalf of the Tripartite Partners.
The Tripartite Partners, comprising the Ministry of Manpower (MOM), National Trades Union Congress (NTUC) and Singapore National Employers Federation (SNEF), initiated the PW Mark as part of a national effort to uplift the wages and well-being of lower-wage workers.
The PW Mark accreditation scheme was one of the key recommendations put forward in the Tripartite Workgroup on Lower-Wage Workers Report which was published and endorsed by the Government in August 2021.
For new tenders called from 1 March 2023, the Government will require the awarded suppliers and their subcontractors* to be accredited with the PW Mark for the contract period, if they are eligible for it. This requirement is extended to include quotations with estimated value above S$6,000.
*Subcontractors will not be required to be accredited with the PW Mark for tenders called from 30 April 2024 with Estimated Procurement Value of S$1 million or below (i.e. Tender Lite).
There are two levels of accreditation, namely PW Mark and PW Mark Plus. The accreditations are valid for one year and are automatically renewed if firms continue to meet the eligibility criteria.
Eligibility criteria for PW Mark
Your firm is eligible for PW Mark if your firm:
1. Hire at least 1 local worker covered by Progressive Wage Model (PWM)
2. Comply with Progressive Wage requirements across the respective PWMs + Pay all other local workers at least the Local Qualifying Salary (LQS). (More details on the respective Progressive Wage requirements and prevailing LQS may be referenced via MOM's website)
Eligibility criteria for PW Mark Plus
Companies that meet the requirements for the PW Mark and adopt the Tripartite Standard – Advancing Well-Being of Lower-Wage Workers (TS-LWW), will be conferred the PW Mark Plus, which is a higher tier as compared with the PW Mark.
The TS-LWW outlines a set of progressive workplace practices to provide better workplace support for lower-wage workers in the areas of training and career development, workplace safety and health, and rest area provision, etc.

Progressive Wage Credit Scheme (PWCS) | From 2022 to 2026, the Government is co-funding eligible wage increases given to lower-wage workers through the Progressive Wage Credit Scheme. Employers are encouraged to use this period of support to accelerate firm-level productivity improvements.

Workfare Skills Support Scheme (WSS) | If you are an employer, you can tap on the Workfare Skills Support scheme to offset a significant portion of the training costs for your Singaporean employees. WSS encourages lower-wage workers to undertake training that leads to more impactful employment outcomes. The training grant covers 95% Absentee Payroll. |
Productivity Solutions Grant for Job Redesign (PSG-JR) | Eligible enterprises will receive up to 70% funding for consultancy services, capped at $30,000 per enterprise. Funding is on a reimbursement basis upon completion of the PSG-JR project. You will have up to one year to complete the project. On top of the above funding support, you can also tap on the SkillsFuture Enterprise Credit (SFEC) to defray out-of-pocket (OOP) expenses. Career Conversion Programmes (CCPs) | Companies can tap on CCPs to reskill mid-career new hires or workers with up to 90% salary and course fee support. WSG offers close to 100 CCPs across around 30 sectors to support companies in reskilling mid-career individuals to take on new job roles. |
